Terms of Service
(Effective as of 15.05.2026)
1. General
These Terms of Use (the “Agreement”) constitute a legally binding agreement between the user of Plugfree services (the “User” or “You”) and Plugfree (the “Company”, “Plugfree”, or “we”). This Agreement, together with Plugfree’s Privacy Policy, governs the use of all Plugfree services.
Plugfree services include, without limitation, a mobile application, web-based platform, and partner-integrated digital solutions. Through the Services, Users are enabled to locate, access, and manage electric vehicle charging points, as well as to initiate and pay for charging sessions.
For the purposes of these Terms, “Plugfree” shall mean OÜ Plugfree and its affiliates and third-party service providers involved in the provision and operation of the Services, including payment processing, technical infrastructure, and customer support.
2. Acceptance
- By registering for the Services and accepting this Agreement, you enter into a legally binding agreement with Plugfree, which grants you the right to use the Services.
- All transactions carried out within the scope of the Services, including but not limited to initiating charging sessions and the use of RFID cards, are governed by this Agreement. Registration for the Services without explicit acceptance of this Agreement is not possible.
3. Prices
All applicable prices include VAT unless stated otherwise and are displayed in the mobile application prior to the completion of any transaction.
For charging services, the price may consist of multiple components depending on the charging session, including, but not limited to, a fee for consumed energy (kWh), a time-based fee, a session start fee, as well as parking, blocking, congestion, or other station-related fees permitted under applicable law.
You are responsible for reviewing all applicable prices and their components in the mobile application before starting a charging session or any other transaction.
The final cost of a charging session depends on your actual use of the Service (for example, the amount of energy consumed, session duration, or applicable station fees) and may therefore not be fully known prior to the start of the charging session.
For other services, applicable fees are displayed in the mobile application prior to purchase. Such services may be subject to additional terms, which supplement these Terms of Use.
Plugfree shall issue an invoice for each completed charging session for which the service has been actually provided. No invoices are issued for funds deposited into the User’s account; such funds are treated as prepayments. The User may request a refund of unused funds at any time in accordance with applicable law and applicable terms.
Plugfree is free for personal use, including the ability to use the Plugfree mobile application and to connect, manage, and operate compatible home charging devices owned or controlled by the User. Plugfree may charge fees for certain additional services, including commission fees for access to extended services (for example Nord Pool data, DLM functionality, reporting, and other value-added services).
For business users, commercial entities, and other partners, the Services may be provided under monthly subscription plans and/or usage-based pricing arrangements in accordance with a separate agreement or applicable pricing terms.
All applicable fees and their components are clearly displayed in the mobile application before the start of a charging session.
4. Billing and Payment Terms
Plugfree may charge you through various payment methods, including electronic wallets, debit or credit cards, or invoicing.
Invoices may be delivered by Plugfree via post or email and are also available in your Plugfree account. Unless otherwise stated or agreed, all invoices are due within fifteen (15) days from the invoice date. The applicable payment deadline will be specified on each invoice.
In case of overdue payments, interest will accrue at a rate of 1.5% per month on the outstanding balance, or the maximum rate permitted by applicable law, whichever is lower. In addition, the User shall be responsible for all reasonable costs of debt collection. Late payment may also result in the immediate suspension or termination of the Services.
Plugfree may suspend access to the Services immediately if the User fails to pay any fees due under this Agreement. Such suspension does not relieve the User of the obligation to pay any outstanding invoices or other amounts owed to Plugfree for the relevant Services.
Plugfree reserves the right to refuse or decline any transaction if it detects or reasonably suspects fraudulent activity, unusual or suspicious behavior, a breach of these Terms, or if processing the transaction would violate applicable laws, regulations, or instructions from competent authorities.
5. Obligations
You agree to cooperate with Plugfree by providing such information and materials as may reasonably be required for the provision of the Services, and to ensure that such information is complete and accurate in all material respects.
You are responsible for ensuring that your registered payment method is valid, has sufficient funds, and is not blocked. In the event that a charge cannot be processed, Plugfree may suspend your access to the Services (in whole or in part) until all outstanding amounts have been paid. Plugfree also reserves the right to request payment by alternative means, including by issuing an invoice.
You are responsible for complying with all applicable rules and restrictions at charging stations, including any instructions displayed at the station or provided by the station operator.
You must use charging stations properly and in accordance with the provided instructions, and ensure that the station is suitable for your vehicle. You must not use a charging station that displays an error message or shows visible defects or damage. In the event of any malfunction or damage, you must promptly notify Plugfree.
You are responsible for maintaining the security of your Plugfree account and for preventing unauthorized access. You must promptly notify Plugfree of any unauthorized use of your account or payment method.
In the event of loss of an RFID card (or other payment instrument) or a mobile device with the Plugfree application installed, you must notify Plugfree without delay. Plugfree may block access to the Services in such cases. If you fail to provide such notice and unauthorized use occurs, Plugfree reserves the right to claim compensation for any resulting losses in accordance with applicable law. For the avoidance of doubt, this does not impose any additional liability on Users beyond what is required by law.
You are responsible for complying with all applicable laws and regulations when using the Services. Your electric vehicle and any equipment used (including adapters and cables) must be fit for purpose, compatible with the charging station, and compliant with applicable legal requirements.
Plugfree shall not be liable for any damage or defects caused by your vehicle or equipment, except where such damage results directly from Plugfree’s negligence, gross negligence, or willful misconduct.
Charging stations available through Plugfree are operated by third-party charging station operators, who are responsible for (i) the operation and maintenance of their charging stations, and (ii) providing accurate and up-to-date information about them.
Plugfree does not guarantee the functionality or availability of charging stations, nor the accuracy of such information. While Plugfree uses reasonable efforts to display up-to-date information about charging stations in the application, it does not accept responsibility for the accuracy or completeness of such information.
6. Liability
Nothing in these Terms affects your mandatory consumer rights under applicable law. The use of the Services is at your own risk. The Services are provided on an “as is” and “as available” basis and may be modified, updated, interrupted, suspended, or discontinued at any time without prior notice, without prejudice to mandatory consumer rights under applicable law.
To the fullest extent permitted by applicable law, all warranties, conditions, and other terms implied by law are excluded.
Nothing in this Agreement shall exclude or limit either party’s liability for death or personal injury caused by negligence, fraud, fraudulent misrepresentation, or any other liability that cannot be excluded under applicable law.
Plugfree shall be liable for damages caused by intent or gross negligence, including by its representatives or service providers. In the event of a breach of material contractual obligations (i.e., obligations essential for the proper performance of the Agreement and on which you may reasonably rely), Plugfree shall also be liable in cases of slight negligence, but only for foreseeable damages typical for this type of contract.
To the extent permitted by law, Plugfree shall not be liable for:
- (i) any loss of profits, revenue, business, contracts, business opportunities, anticipated savings, or goodwill;
- (ii) any loss, corruption, or recovery of data;
- (iii) any loss or damage arising from claims by third parties;
- (iv) any indirect, incidental, or consequential damages; or
- (v) any events beyond Plugfree’s reasonable control, including failures of telecommunications networks or the internet.
To the extent permitted by applicable law, Plugfree’s total aggregate liability for all claims arising out of or in connection with the Services shall not exceed the total amount paid by you to Plugfree during the twelve (12) months preceding the event giving rise to the claim.
Mandatory liability under applicable product liability laws shall remain unaffected.
7. Force Majeure
Plugfree shall not be liable for any delay or failure to perform its obligations under this Agreement if such delay or failure results from events beyond its reasonable control.
Such events may include, but are not limited to, government actions, changes in applicable laws or regulations, war, acts of sabotage, failures or delays in supply chains, irregularities or interruptions in the supply of electricity, telecommunications or other networks and transport systems, as well as strikes, boycotts, blockades, pandemics, epidemics, or similar circumstances.
This limitation also applies where such events directly affect Plugfree, including situations where Plugfree is subject to strikes, boycotts, or blockades.
8. Termination
This Agreement may be terminated by either party, subject to a notice period of fourteen (14) days, for any reason. In cases of material breach, fraud, or misuse, Plugfree may terminate the Agreement with immediate effect.
Upon termination, your access to the Services will cease immediately.
Any provisions of this Agreement that, by their nature, are intended to survive termination shall remain in effect after termination. This includes, without limitation, accrued payment obligations, confidentiality obligations, warranty disclaimers, and limitations of liability.
Termination shall not affect any rights or obligations that have already arisen prior to the termination date. In particular, you remain liable for all charges and payments related to charging sessions that were initiated before termination of this Agreement.
9. Amendments
Plugfree may update or amend these Terms of Use, the price list, or the technical conditions of the Service from time to time.
Where changes are made, the updated version will be made available to the User via the Plugfree mobile application and/or on the Plugfree website (https://plugfree.eu/).
The User will be notified of material changes in a reasonable manner before they take effect.
Continued use of the Service after the effective date of the updated Terms constitutes acceptance of the amended Terms.
If the User does not agree to the amendments, the User has the right to discontinue using the Service before the changes take effect.
The Service Provider will ensure that any changes do not retroactively affect already completed charging sessions or other services already provided.
10. Data Protection
Plugfree may use anonymized or aggregated data collected in the provision of the Service for the purpose of improving the Service and its other products, as well as for sharing statistical information with its partners.

11. Assignment
Plugfree may assign, transfer, mortgage, charge, subcontract, or otherwise deal with all or any of its rights and obligations under these Terms of Use without your prior consent, provided that such assignment does not materially affect your rights under the Agreement.
The User may not assign or transfer any rights or obligations under the Agreement to any third party without the prior written consent of Plugfree, which shall not be unreasonably withheld or delayed.
12. Severability
Should any provision of the Agreement be held invalid or unenforceable for any reason or to any extent, such invalidity or enforceability shall not in any manner affect or render invalid or unenforceable the remaining provisions of the Agreement, and the application of that provision shall be enforced to the extent permitted by law.
13. Plugfree Wallet
The Wallet is a virtual prepaid balance that can be used exclusively for the payment of electric vehicle charging services within the Plugfree application (the “Wallet”).
The Plugfree Wallet is a closed-loop prepaid balance intended solely for the use of Plugfree services and does not constitute electronic money or a payment account.
Funds in the Wallet may be added using available payment methods in the Plugfree application. Top-ups are processed solely for the purpose of enabling access to Plugfree services.
Wallet funds are non-withdrawable and may only be used for the purchase of services provided within the Plugfree ecosystem.
If the Wallet balance is insufficient to cover the cost of a charging session, the User will be prompted to top up the balance or select an alternative payment method.
After payment authorization via the Wallet, the corresponding amount is deducted immediately upon completion of the charging session.
Funds in the Wallet may be used exclusively for services related to electric vehicle charging provided through the Plugfree application.
In case of a negative Wallet balance, the User is required to immediately top up the Wallet to settle the outstanding amount. Plugfree reserves the right to restrict access to the Wallet or Services in case of unresolved negative balances after prior notice.
The User is responsible for regularly reviewing Wallet transactions. Any incorrect or unauthorized transactions must be reported to Plugfree without undue delay.
For security and operational reasons, Plugfree may suspend or restrict Wallet functionality in case of suspected misuse or security risks.
It is important to Plugfree that Users feel secure when using its payment systems. Any personal data processed in connection with the Wallet is handled in accordance with applicable data protection laws. For more information, please refer to the Plugfree Privacy Policy.
In the event of termination of the Services, any unused Wallet balance will be refunded to the User in accordance with applicable law and reasonable processing timelines.
14. Plugfree Rewards
- Rewards credited to the Wallet may be used exclusively within the Plugfree application and are non-withdrawable.
- Unused rewards expire automatically 6 months after issuance.
15. Complaints and Support
If you have any complaints regarding the Services, you should first contact Plugfree customer support at plugfree@plugfree.eu. We will aim to resolve the issue within a reasonable time.
16. Governing Law and Jurisdiction
The Service Provider and the Customer (the “Parties”) shall endeavor to resolve any disputes arising out of or in connection with these Terms through good faith negotiations.
If the Parties are unable to reach an agreement, the dispute shall be finally resolved by the Harju County Court (Harju Maakohus) in Estonia.
These Terms of Use are governed by and construed in accordance with the laws of the Republic of Estonia.
